Property Tax Relief for Elderly and Disabled Homeowners and Renters
This program provides a refundable tax credit to eligible homeowners and renters on their Rhode Island personal income tax for property taxes paid. The credit is the property tax liability in excess of a percent of the taxpayer’s income. The maximum credit is $700 for 2025 and adjusted annually based on the consumer price index for all urban consumers.
For renters, property taxes are assumed to be 20% of gross rent, excluding utilities.
Eligibility
- The applicant must have been domiciled in Rhode Island for the entire calendar year 2025.
- The property is subject to property tax.
- Only one claimant per household per year may qualify for relief.
- Total household income may not exceed $40,730
- The applicant must be 65 years or older as of December 31, the year prior to application, or disabled.
- Eligible renters must have rented the home for the entire year.
- To be eligible for the disability requirement, an individual must be receiving a Social Security disability benefit or Supplemental Security Income (SSI) payments.
- The applicant must be current on property tax and rent payments due on your homestead for all prior years and on any current installments.
Application Deadline
- April 15, 2026. Even if you are seeking a filing extension for your Rhode Island Income Tax return, the Property Tax Relief Claim must be filed by April 15, 2026.
Required Documentation
- Form RI-1040 (Income Tax Return) if required to file a Rhode Island Income Tax Return
- 2025 Form RI-1040H (Rhode Island Property Tax Relief Claim)
- Documentation of all items for income may be required.
- For homeowners, a copy of the applicant’s property tax bill must be attached.
- For renters, 3 copies of your rent receipts from 2025 or a copy of their lease agreement and Landlord information are required.
- For applicants in subsidized housing, a copy of their HUD statement must be included.
- If you are a claimant under age 65, you MUST attach a copy of your Social Security disability award letter or Form 1099-SSA for the year 2025.
